If I am trained in Texas to become an electrician… but have to move to a new state, how hard is it to become registered? I’m not an electrician yet so may not be wording this right…

Umm….trades are fairly well recognised between western countries and trades people can often more fairly easily between states and countries.
If you are asking about whether you can continue your training in another state, then that is more difficult and I understand recognition of prior learning varies between states.
But, I think you won’t have any problem once you are qualified and registered in Texas. The worst case scenario is that you have to do an additional short course in another jurisdiction or your qualification doesn’t cover as many areas as it did in Texas.
