what are the regulations for electrics in a rented house when you are the landlord?

There are no regulations that cover electronics in general.

Yes, there are regulations for electric on the home.
All wiring must be up to code, or at least in compliance to the code at time when wiring was installed. If there are any repairs that are needed, then landlord is responsible. Repairs are to be done by licensed electrician.
Light bulbs are usually to be furnished by tenant.
All repairs, unless specifically mentioned in the lease, are to be paid for by the landlord.
If there are any suspected electric code violations that the landlord refuses to correct, the tenant can report to building inspector or electrical inspector. Inspector can then require landlord to make corrections, or be fined.

Everything has to be up to city code before it can be rented and you will need a electrician licensed by the state to sign off saying you are up to code.
