How do I hook up an electric radiator fan to a toggle switch that has 3 plugs one hot one load and one ground?

Battery wire to the hot post, fan power wire to the load side, ground wire to the ground on the body, engine or battery.

It would be much safer and easier to hook up a ground wire from a toggle switch and activate the ground on the factory relay to turn it on. Cooling fans take quite a bit of power. It should be a fairly easy fix for a mechanic, seems you have already diagnosed the problem.
