Where do you install the electric pump on a 1995 Grand Voyager?

if you mean the fuel pump most of the time its above the fuel tank

It is in the gas tank. You have to remove the tank to repair this.

It’s in the fuel tank with the fuel level sending unit attached to it.
You can remove it by first making sure the fuel is below 1/4 tank or less. Raise the van off the ground about a foot or more and put a floor jack under the center of the tank. take the tank support straps bolts out on the right side (center of van) and with the floor jack, lower the tank so that it tips down on the right side(center of the van) enough to disconnect the lines and wiring connections. Mark the round locking band that holds the unit in the tank to know where to tighten it when you go back with it. Unscrew it and take it off and take the pump unit out. Be careful, the pump reservoir will be full of fuel.
