Is a 420 power supply enough for my computer?

1. an core 2 duo E8400 processor
2. 9500 GT graphic card
3. 4 gigs of ram
4. 500 gig hard drive
5. an optical drive
6. an average motherboard.

I am mostly concerned about the graphic card because it said that it requires a 320 watt power supply. Does that mean that it will use all that electricity?

Is there anything that has to be done to safely move the wiring? I have not cut into the wall yet, but I am sure there is wiring in the way because I have an outdoor outlet that is right next to my patio door where the dog door will be. Any ideas would be helpful! Thanks to all of your answers. My dog is a german shepard and I am hoping that the door will clear the wires. When I measured where the door will sit, it was about a half inch off where the indoor outlets sit. If that is any indication where the lines are running I may just have enough slack to slide it down a bit? At least that is what I am hoping for. Worse case scenario, I open the wall and then call an electrician!!!

One is Electrical Construction and Maintenance which is high voltage and the other is Electronic systems technician which is low voltage.
